Sending Files Via Smartphone

How can a smartphone user upload files to a static IP address? What does the lan/computer use to recognize the files and allow entry to the lan?

You need to specify your smartphone. If it runs on an Android operating system, you could consider AndFTP, see

iPhone users might go for FTP on the Go, see

If your server is so configured, you can upload via a web browser.
