CIE = International Commission On Illumination.

Standard 126-1997 regards "Guidelines for minimizing sky glow".
You tell us "i am doing light testing business...", but then you ask us "one more thing! pls teach me how to do testing to get the reprot of it." Is this not what you are being paid to do in your light testing business?
