P91 Material Hardness

I had welded P91 material as per procedure. Consumable E 9018-B9 PWHT cycle heating/cooling rate 80 and soking 730 at 2 hours. But at now my hardness is more than 350 BHN after PWHT. Please tell for what reason this happen.

The values that ​​you report are high.Did you had the precaution of blinding both ends during PWHT to avoid air currents inside pipe and can distorting The Treatment?
