Can any body tell me about the "Sun Neutral axis", or any source from where I can get this information.

I've never heard this as a single term, so its meaning would depend on the context in which it occurs. If the answer that StandardsGuy gave you isn't exactly what you need, please provide further information on where you found it - I'm sure the community will do their best to help.

Thanks for answering, I was designing a tank for diesel storage, for that the client has given me the requirement to provide the tank roof nozzels on the sun neutral axis.

To me that is a completely novel use of the term. I could guess his meaning from an assumed requirement for the vent to stay cool, but I could easily be wrong. So, unless someone else provides an explanation within a couple of days, I think you could ask the client for clarification with a clear conscience.

Best to ask a client when you need clarification on their terminology, we could guess incorrectly or a client could have used the term incorrectly.

That looks the same as StandardsGuy's explanation to me - and I can't see how that relates to the position/orientation of pipes coming out of an oil tank

Forgot to add , pending further spec the link is about as useful as it gets . I can only imagine it's probably something to do with a North/South axis on the tank , but as you say asking the simple question is the only realistic thing to do. I certainly wouldn't design something if unclear what the client meant .
