Valve Rotators

Can some body tell me why some 4 stroke engines(eg.MAK) are fitter with valve rotators only on the suction valves and not on the exhaust valves...

If I understand correctly what you're referring to, many engines have been made with exhaust valve rotators; millions of Chevrolet engines in the US, for example.
