The first place for you to begin is to review the Requirements Document (or some other similar document) that details the project. Each of the perspective vendors should have been required to submit their bid based on that documentation.

You now get to review each bid against the Requirements Document and to determine how well they meet your critical needs and your desires.

One method is to first apply a relative value to each item in the Requirements Document (eg. Critical items might have a value of 5, while less essential items might have a 1 or 2). Secondly, you go through each offer and determine how well they meet each item and apply a scalar value to it (eg. Absolutely meets the requirement might have a value of 5, while somewhat meeting the requirement might have a value of 2). Third, multiply the relative value of the item by the Scalar to show the overall value of that item. Fourth, sum up all of the item values and compare between vendors.

This method can be used for small projects as well as large projects and is best applied when at least two or three people conduct independent evaluations of the vendors bids.
