My understanding is that ONLY the difference will be the grade X65, X56,X60, that is related with the maximum yield stress and can be adjusted with higher thickness in case of X56 and X60 in order to match the design conditions of X65. there is something special that I need to take care?
I would prepare a procedure (WPS/PQR) with first and second (Hot pass) pass downhill with E-8010 and filling uphill with E-8018. I think, there should be no inconveniences.
For the grade of steel that you say, I assumed it is to be used according to API 1104 psl 1. (pipeline or gas pipeline). But sorry, that's not the only possibility
The name for charpy test in API 1104 is CTOD. You have to review Points A.3, A.3.2 and A.3.3 (API 1104 code) and read the corresponding notes. And yes, I think you requiere Toughness test. More than this, if you are in Europe, take care about PED specs.
