Change Order Procedure

Can somebody explain to me the process of Change Order Procedure as per Engineering and Supply Contract?

Change order procedure is in accord with the project manual. Change Orders are handled differently at each tier; that is to say, the owner, architect (design professional), and construction manager will all handle them within their own organization, to accommodate their own accounting practices.

Every entity likes changes to the construction document to be done their way.

Are you specifying, conforming to the specification of another, or filling in your homework questions?
