Bus section means, for examble we have two Power control centre that is Pcc-1&Pcc-2. Pcc-1 have one bus section ,that is Bus section-1.And Pcc-2 have one Bus section,that is Bus section-2. If you want to connect or disconnect the two bus section through a Breaker that is called Bus coupler.

A bus section in a singe bus bar system is to connect adjoining sections together. A bus coupler is for a dual bus bar system for coupling the two sets of bars together. You can have both bus sections and couplers in a dual system.

Taken from a 1950's Reyrolle Type B switchgear operator manual.
