Dome Design Advice Needed

I need to convert an 2.4-4.6V input into a 15V for HV programming on a chip.

I also need to use this 15V to power an op amp, that has a 256 step digital pot in a voltage divider mode feeding the op amp as a voltage follower.

Any and all inputs for very good parts and recommendations will be appreciated.

Are you designing the circuit/board or is this a one off.

Here a link for Linear LTC3450 it's close on what your looking for.

They have a design link if you want to look for other options.

I designed this simple follower with a digital pot and I can get 2mV to 13.5V. How can I get a 0V signal output when I want to. How can I achieve this. The digital pot will be controlled by a MCU.

Any help and advice to improve the concept will be appreciated.

Go to digikey or mouser and search for boost regulators or DC to DC converters

Use a boost-type DC-DC converter. Scads of 'em available in all sorts of voltages.
