Sure, the IEEE can send you as many papers as you can pay for. You could even join the IEEE and get your papers as part of your subscription.

The IEEE works reasonably well. I'm a paying member. I have not published anything there but I might, one day. The very few social events I've attended through them were very dry, to be polite. They do sponsor some very useful lectures though.
