Pelton Turbine Weighted Average Efficiency

I have come across in situations to find pelton turbine weighted average efficiency. But normally, 30% as the min load percentage of full load is taken. But I have read that minimum technical flow for a pelton turbine is 20% (or even 10% as per layman's guidebook.) - Then why 30% is taken?
