So that the pulverized coal gets blown into the furnace, not back into the windbox and creating an explosion. Googling gets you here... http://www.yokogawa.com/us/is/downloads/pdf/fieldinstruments/appnotes/Pressure/pd291101.pdf a good introduction on how Boiler Combustion Air Management Systems work. A better reference would be the boiler manufacturer, failure to understand how these inter-related systems work together is a formula for disaster.

Why people do not think?

eg - extreme - negative windbox pressure - what will be the air flow (and hence the flame) direction

Zero- who carries the coal.

+Ve but not designed - where will the combustion (decided by the formation of the jet and its velocity) fireball be created.

...

Of course these may create some ready made answers (I have seen the google points to the CR4 links if properly searched) for others who too will like not to think.
