I am not very familiar with Japanese standards. In the U.S., there are pipe standards such as SA53-B-ERW and SA53-B-S. Here, ERW (or just E) = electric resistance welded, and S = seamless. In many cases they are equally good, and either can serve for the other. But there may be Codes or customer preferences that require specifically one, but not the other.

I forget; but one could probably Google it. Basically, "skelp" (coiled flat stock) is roll-formed into a pipe/tube with a longitudinal welded seam. Some related topics could include extrusion (either through bridged dies for welded pipes/tubes, or over a mandrel for seamless); and DOM (drawn over mandrel) tubes. You are correct that seamless is without welds.
