I am rewriting your sentence as: "How is the high-voltage in a television generated at startup?"

To answer your question, Ace Boeringa has the answer. It is also sometimes called a flyback transformer.

In the new LED screens, this is not necessary. Why are you pursuing this?

To take it a bit further, the high voltage continues to be generated while it is being used, provided it is one of the old cathode ray tube televisions.

CRT, plasma, LED, cold-cathode, TFT...? What do you consider a TV? Could your question also apply to monitors?

What do you mean by starting?
