Electrical tie-in point is a term commonly used in brown-field project (modification or addition of an existing system). Tie-in points are the existing electrical connection points at which the new added parts of the project are connected. For example, if a new motor is added to the existing spare starter of the MCC, the termination points of the starter where the motor's power and control cables are connected are the tie-in points.

The second part of the question is not understood.
