Neutral Bushing Rating Of 220/33Kv Transformer

For a 220/33KV class transformer YNyn0 vector group-HVN bushing, rated at 72.5KV and 33KV LVN is 36KV. This system is soildly earthed.

From where does HVN and LVN bushing ratings are come into picture?
