Pulse width modulation [PWM] is a popular method of DC motor speed control, and can be found in things as diverse as battery-operated power tools and model railway locomotive control.
The only presumption one could make in the absence of any further information is that the solenoid driver module in question is connected to a DC motor, and the speed of the motor is regulated using the varying PWM output from it. What is regulating the PWM is unclear at this time.
