If LEL means "Lower Explosive Limit", then obviously the atmosphere has to be below it for safety. However, that doesn't mean that it is safe to enter the tank or to do any work on it. The forum needs much more information to be able to advise and, frankly, the sorts of procedures needed to carry out repairs to tanks are best determined locally. At this moment, for example, the forum doesn't know anything about these tanks nor what they contain!

Dear Sir

Actually, the problem that we notice some damage in rim seal, so for replacement this seal HSE , has been checked about any gas emission by using LEL % and as per his advice some times we have high rate of LEL and some times low so I don't know what is criteria.
