kindly explain me the complete procedure step by step to change the voltage and frequency of MARTHON DVR 2000E.

Abdul,

Assuming you meant to type MARATHON DVR 2000E and not knowing how far +/- you want to adjust the voltage and frequency, this link may be a good place for you to start.
