I am 3 rd year eee student studying in chennai , i am interested in presenting papers , but i have failed thrice , so anyone can direct me about the areas in which i can try over.
When i was young, there was an eminent management guru with an awesome sense of humour, name of Sharu Rangnekar. He wrote a book about public speaking. He makes it very clear in the first paragraph that this book is NOT for someone who has something to speak about. Such people already have something worthwhile to say, so they just need some help in saying it properly. Mr Rangnekar makes it clear that his book is for those who have NOTHING to say, but want to say it anyway !!! A treasure, that book. See if you can get hold of a copy. Any book of Sharu's is a treasure i am sure.
Now, you want to 'present papers'. These are nothing but tools for effective presentations. The heart of a good presentation is the expertise of the speaker in the selected subject.
So, dear young lady, what is your favourite subject ?

No simple rule unfortunately. This one is a girl's name common in Tamil Nadu. Even north Indians would not know it. Sometimes it is not evident to me also....

Pro : Lots of information on the web about new innovations every day.
Con : Everyone also has access to all that information !!!
So, your best bet is to use your presentation skills in presenting old wine in a new bottle...i don't mean just the powerpoint skills. i mean your skills in seeing those innovations from a fresh, young perspective.
For example, you can challenge the need for Green Technology....if the earth could survive the dinosaur age, the ice age, etc, it can survive the human age too...... see what i mean ?
Good luck.....

Are you not getting forums to present your paper? Search "conferencealert.com" and sign-up for free regular monthly alerts. Also see websites of IIT's and NIT's for such seminars where you can present.
Are you not getting topics? See "sciencedirect.com" for abstracts on a wide range of topics.
In presenting papers, as in writing articles or stories, you may need to make many submissions before any are accepted. This should not be viewed as a failure. Keep trying. If possible, find out from the submittee what improvements you could make. Good luck!
Before submitting, you can ask for the "style sheet" that gives the publisher's editorial standards for formatting, etc.
