REF (Restricted Earth Fault Relay)

What is ANSI code for REF relay used in Mv Panels? Why it is called as REF though it act's as a differential relay?

Dear all,

REF is 64REF according to a Schneider's manual.

The protected zone is "Restricted" to the transformer internal.
