More than likely the fan that circulates air from the freezer compartment is not turning. In the US there is usually an envelope somewhere on the back or the compressor section that has a schematic that will help you check the circuitry that powers the fan once you determine that the fan hasn't failed mechanically. Sometimes the bearings can be "unstuck" by simply turning the fan and adding a low temperature lubricant, the real trick is getting to the fan which is buried under layers of plastic. If you like puzzles you'll find a nice challenge getting to it.

RAMconsult is probably correct. In order for them to meet energy star specs they changed most of the circuits to low voltage. The fans have a nasty way of burning out. The schematic will be behind the fridge or located in the drip pan area under the front plastic panel. The other condition that will cause the cooling to not reach the main area can be frosting over in the duct from the freezer to the fridge. You can either unplug it for a day or manually put it in defrost mode. There is a flapper with a small servo in the duct that can also jam up due to ice buildup.

Good Luck
