in reality no. a bad sector means that the head has crashed into the surface of the platter. a crash like that will generate particulates that will trigger more head crashes in short order and may have damaged the head making it unreliable. You could allow the OS to map and block any bad sectors but I would be willing to bet that you will steadily lose more and more sectors as time goes on with the risk of losing data each time. HD's are cheap and HUGE compared to hd's from just a couple of years ago. just get a new one before you lose anything important and be done with it.

Could be, where on disk is bad sector located? Recommend isolating and abandoning the bad sector area.

It's been my experience most bad sectors are located within the first 5% of the disk; along the outer rim. I normally create a partition including that area and leave it be; upartitioning the remaining of areas as usable space.

No. A bad sector means the surface of the HDD is physically damaged.

THere may or may not be a way to do that....as others have said....a bad sector is a bad sector, it can't be fixed...BUT with that said, sometimes sectors are marked bad that aren't. Once flagged they are taken out of service.

THere are utilities that will test, exercise and remove the flag if in fact it was set in error. Not harping or hawking any products, but Spinrite 6 is something I use in my job. It will do as I described. But if the sector is in fact bad....it will remain bad, and you really should be checking the smart stats to see if the bad sector count is high and or rising, both are indications of an impending drive failure, a very small number means nothing and might only be manufacturing defects and normal. Back up your data frequently so it won't be lost and prepare to replace the drive ASAP.
