what is the minimum capacity of fuse to use for a 10 amps capacity variable transformer in zero load

Well, it rather depends upon the wiring, because that is what the fuse is there to protect. Ever heard of British Standard 7671?

If always switched on at zero output then 16A would give some overhead for inrush. In this instance the fuse is to protect both the wiring and transformer. If you switch on with load applied don't blame me if the fuse blows.

Refer literature on protective devices (fuse/CB/OL) by Schneider-electric,ABB, Siemens,GE,IEC etc for loads like motors,capacitors,transformers etc
