Working Pile Load Test for Bridges

Is this possible to do working pile load test by using O-cell method in marine condition

I presume that you're to the Osterberg Cell (O-Cell) Test Procedure, and are installing drilled reinforced concrete piles, or are you installing driven piles?

at least three links seem to be broken. I could not read those papers. Only 076.pdf and casHistories.pdf were accessible. Any suggestion???

I suggest that you do a Google search for the Federal Highway Administration (FHWA) and search their publications database. Tat is probably the best website for finding anything about Osterberg Cell Testing.
