Someone know how is the layout connection of the programming cable for FX3U ?

Melsec FX 8W Mini-DIN: 7:+TXD, 4:-TXD, 2:+RXD, 1:-RXD (TTL levels). Convert to/from RS232 with e.g. MAX202 (Mini-DIN pin 5 has +5V, pin 3 has 0V).

RS232 TXD -> PC serial connector pin 2 (=PC RXD), RS232 RXD -> PC serial connector pin 3 (=PC TXD), PC connector pin 5 = 0V.

Link PC connector pins 7 & 8 (CTS->RTS).

Or buy a cable from Mitsubishi or Beijer.
