Look at the risks involved. What can go wrong?
It's called risk analysis.
If there is a chance of a serious problem, e.g fill process not stopping, then do a test run.
I'm not a great believer in paperwork, but a quick brainstorm with a colleague considering the possibilites, jot some notes in your log book.
If there is a problem, you can at least see if you'd considered it, if not you can write a note so you get it right next time.
Or I s'pose you could just ask us... but that won't impress your boss so much when you tell him.
"We had a major spill, but I asked a Cat and he said it was fine to proceed"
Maybe the machine manufacturer has a recomended commissioning procedure?

During 1976 (I was then 18 y/o) I have designed, manufactured and supplied one such equipment to one beverage distillery near Bangalore. There I could not use any electrical controls as the area is highly inflammable. It was very simple design; working principal similar to toilet flush. Just pull down one lever to fill drum of 200 Litre capacity.

I'm sorry kvsubramanyam but I've got all sorts of silly visions going through my head now. The toilet flush does seem a good simple idea.
