Circumferential Weld on Exchanger Tubes

We have to fabricate an heat exchanger as per ASME VIII Div1 U stamp. The tubes are shorter than those required. So we are planning to have a circumferential weld to reach the required length. Is this is permitted by the ASME Code?

Whether or not it is, can the welded tube still be passed through the holes in the tubeplate(s) and baffle(s) before expanding?
