I don't know if you've noticed but there are many different countries in the Middle East and a few of them are having some difficulty right now. These difficulties can dramatically change the construction cost in making anything.

Do you mean a plant that produces ammonia; or a plant that uses ammonia as a refrigerant?

What size of plant, and what production capacity or refrigerating capacity?

Most plants I know of use just water and sunshine. The only ammonia they use is as a fertilizer.

I mean the contruction (erection) cost of a plant(factory) that produces ammonia for fertilizers, with an annualy capacity about 165.000 MT(metric tons), or 450 MT per day. In additional an other plant with annual capacity about 300.000MT.

Depending on the facilty available at site, cost of plant varies with the capacity. A grass root plant with all facilities and capacity of 2000 MTPD ammonia and 3200 MTPD urea plant will not cost you less then 10 billion dollars. This is broad approximation.

ammonia can be used for a variety of purposes, including the manufacturing of weapons. if you're looking for cost analysis, hire a professional.

If you are serious about building a plant that will cost millions, or billions of dollars, hire a competent design engineering company.
