PEHLA standard is also an international standard? I tried website,but could not find its full form.

PEHLA is the German association for short circuit testing. The affiliated international organization is the Short-circuit Testing Liaison (STL). The list of current international standards is available at http://www.stl-liaison.org/web/05_Guides.php.
