when electrical appliances, it's name plate power indicate it's output power or input power?

Probably power required for proper operation. But could be other, depending what the name plate says it is.

Motor nameplates are referring to the output power. Appliance overall nameplates generally refer to the input power. If the appliance has a motor in it, the input power is calculated based on expected normal use and known efficiencies.
