Please can anybody get me a complete CIRCUIT DIAGRAM of AUTOMATIC TRANSFER SWITCH containing TIMER RELAY?

Unlikely, no.

Even if you BUY an automatic transfer switch chances are you won't get a full circuit diagram due to its proprietary nature. Of course it depends on what you define as an automatic transfer switch, which I define as either transmission (eg 11kV) or distribution (400V) class.
