Hello. I do not know what structural steel standards you use in India, but here in the USA we use the standards from the American Institute of Steel Construction (AISC).

Please Note: Be forewarned that there are several different levels of steel preparation regarding "sand blasting" of steel, all driven on the type of final finish the steel is to receive, from hot-dipped galvanizing, to fire-proofing, to indoor exposure, to outdoor exposure, to water submergence exposure, etc etc etc.

www.aisc.org

Go search the "Publications" section of that link. You will have to purchase any standard there as there are not many AISC e-books available on the web, and if there are any they're usually very outdated.

Another very good source is the US Army Corps of Engineers (USACE) publication website.......look for structural steel ENGINEER MANUALS (EM Series). I'd give you the URL link, but now is the time for you to do your own searching.......
