If your referring to the shunt trip it's to stop the coil being powered up unnecessarily once it's done it's job.

Basically trip circuit supervision is to supervise the tripping coil of a breaker, Some breaker may contain 2 or 1 tripping coil depending upon the customer requirements and the factor of safety. Hence the positive of the TCS relay will directly go to the relay coil and the negative will be sent through breaker tripping coil, which supervises the healthiness of the coil.

To ensure that the breaker trip circuit is monitored both in pre-close as well as post-close conditions of the breaker.

If you mean... why is it wired like below..

It is because the test current [through TCS] goes through all the contact wiring as well as the trip coil, checking the continuity of the whole circuit - not just the trip coil - which is why it is called "Trip CIRCUIT Supervision" (TCS), not "Trip Coil Supervision". Some protection relays have two terminals for positive etc, so that supervision covers internal wiring and automatically causes a supervision alarm if the relay is unplugged.

If you put TCS directly across the contact on the left (take directly??) then TCS would only check the coil and not the contact wiring.

I have left out additional coils and circuits of some "96" supervision relays which stop a supervision alarm occurring when the contacts stay closed, shorting out TCS, or which monitor trip coil while it is tripped (the trip coil often has a "built-in" contact, called a "cut-throat contact" which stops it being permanently energized in the tripped state, if the coil is not continuously rated).
