Can a computer disc be made that will count identified "e" mails and trigger a predetermined alert message to identified computer sites when the set number of similar entries is reached.

A program can be easily written to count e-mails. This program can be easily stored on a computer disc. Getting the program to work on either the server that stores the e-mail before the user receives the e-mail or at the user's e-mail receiving computer is also easily done. Getting the program to recognize "similar" entries can be difficult unless "similar" entries can be more clearly defined.

Yes, but if this is for copy protection there are easier ways to implement this.

What is the application exactly?
