It shouldn't if done properly. If you do damage them it's probably better to find out the weakness anyway. I have to ask though, are you really going to trust my word over somebody with authority at your utility?

The purpose of the test is to find out whether or not the cable is damaged.

I'd run it through the cable wash first and then be sure it's dry before testing.

It will reveal damage not cause damage.

Yes and No, is the answer here!

The application of the cable has to be understood before deciding to HP it.

does HP testing damage cable? Yes it does, as does insulation testing or "Megger" testing (to those that don't know).

Several papers have been written.. and when I find them or the links I will include them, on testing cables, stating that HP testing WILL damage cable insulation .

As for the cable being dry, again two schools of thought here. In the oil industry for submersible cables, we HP them dry then wet in a water bath.

Over use of both insulation testers and HP tests will break down the insulation properties of the conductor insulation.

So in answer to your question, it can cause damage, however if the cable has never been HP tested before, then its unlikely. BUT I would "Meggar" test first, if the readings are low then you could try HP testing, but make sure you have the manufacturers data sheet BEFORE you start

AS I write all this, it has occurred to me that maybe you are unsure of the age of the cable and it's either never been tested or something has happened, maybe breakers have tripped??

whichever the case may be, then first I would use a 3000v or 5000v Insulation tester (Megger) the latest electronic ones are good, as they record the test values, if the cable fails that test, then its "dig it up time".. either replace or cut out the damaged section and use cable joints.

I am wondering about such questions lately :) It could! I assume it would be shorter length power cables? High frequency....Apply the right voltage that's all...
