	I want to know how the steam turbine governing system works with the use of regulating oil,pilot oil,and pulse oil.

	Mazhar, Solar has given complete manual of Woodward governors. The terms you have asked are related to hydraulic governing. Puls oil gives signal to Pilot. Pilot oil through servo gives feed to power cylinder called regulating oil. Governing system is not that easy to make you understand on CR4. You have to take help of the turbine manual to understand the same.
