how we make welding procedure

we had qualify the procedure for 312 Gr.304L for SMAW process, with that can we make WPS for 312 Gr.316L for same SMAW process, is there any essential variable for that?

The "essential variable" is the base metal. A change in an essential variable requires a procedure qualification record (PQR).

You can find qualified procedures online. Probably from one of the links lyn provided.
