Voltage Source

If you have 400volts source of voltage 3phase +N+G.How could you get a secondary voltage of 220volts Line to Neutral without using Transformers

That's very close to what you already have with a phase/neutral connection.

It is a basic question.

Specification of voltage of 3 phase as 400V is the voltage between any two phase. But the voltage between all three phases to neutral will be 230V.
