Relation Between Water Holding Capacity to Steam Flow

is there is any relation between between steam flow and water holding capacity of boiler

example :

for generatng steamflow 80 tph engg team suggest to have water holdiing capacity should be 47 m3 why ? what is the relation

Apparently 47m3/80tph....

There may be some rule of thumb about weight of water = weight of steam for a period of time.
