Can we can make a mobile call from inside a Faraday Caged building? If yes, how?

Stick an antenna through the wall.

If it's a true Faraday Cage, what do you think?

The ways to do this are probably highly classified and not for you to know.

Sticking an antenna through a Faraday cage breaks the cage. Most buildings designed to be a Faraday cage, do this for security reasons. Most of these secure buildings have detectors inside that notice cell tower communication originating inside the building. Trying to breach building security will get you arrested or fired from your job.

You don't happen to work for Al Qaeda, do you?

Not easily if at all (depending on the level of building shielding) so leave the building to make the call. If shielding is only light (ie- not a perfect cage) then you may be able to use or (run) a land line through the wall or move to an area where the shielding is the weakest (such as a window) and try there.
