	Those who pay for energy only want to pay for energy they get delivered, they don't want to pay for extraneous components. For instance, if you are paying for delivery of chilled water for your HVAC in a commercial building, you want to pay for BTU you use, not just gallons of chilled water. If you are buying natural gas, you don't want to pay for the water content in the natural gas.
