Rating of LA

For single phase ICT 400/220/33 kV 167 MVA the tertiarry arrangement made out side the ICT. the Tertiarry made with Delta formation and use the Lighting Arrestor in this arrangement. My Quation is that How to decide the rating of LA ?

Check out the following link, especially the table on page 6. For an ungrounded 33kV system (which is what your delta connection will be), I would expect 36kV or possibly 39kV arresters are needed.
