Delta-Wye Transformer Neutral Earth

There is delta-wye transformer(480V/208V) to be used for lighting fittings with 3phase-4wires. The neutral in 2nd winding is solid earthed to the hull. I am wondering how this earthing conductor is sized. Is there differrent principles between IEC and NEC. I couldn't find principle.

For circuit using 16mm sq and below, earth shall be the same as live conductor size... while 16mm to 35mm sq, the earth cable shall be 16mm, anything above 35mm sq, the earth cable shall be at least 1/2 the size of the live conductor... IEEE Wiring Regulation...

There is a NEC table giving sizes of ground wire for each size(Amp)of CB. Which one you want to follow IEE(BS) or NEC?.
