You can learn more about lift stations at GlobalSpec's How to Select Life Stations page.

Are you trying to design a municipal pump station, or are you only constructing one?

The two are distinctly different.

Learn to engineer it, or learn a construction trade so you can install it (properly).

BTW, the pump station included in the link has submersible wastewater handling pumps.

Frankly, the posed question by the OP is way too vague......

"Frankly, the posed question by the OP is way too vague......"

Really? It's not like he asked us What is the procedure to instal a airport? Now that would have been a bit vague.

Oh really now? It is a bit more complicated than you think!

You need to establish the service area, include any new sewer district extensions, and the flows for all types of flow regimes (including wet weather flows and groundwater infiltration) in order to properly size the wet well, pumps, controls settings, power requirements, and the force main, as well as assure that receiving sanitary sewer is able to convey the force main discharge rate. You also need to insure that the recieving wastewater treatment plant has enough reserve capacity to recieve the additional flows from your new pump station. And I haven't even mentioned the design of the gravity sewer and force main routings, and the lawyers needed for the procurement of easements, the widening of right-of-ways and the land under the pump station. Then there's issue with dealing with the environmental permitting, and the writing the Engineering Report etc. for submission to the various municipalities, and state and county regulatory agencies. Oh, and lets not forget about obtaining as-built records from the various impacted utility companies and co-ordinating your design with them......that's just for starters!

Design a sanitary pumping station requires the coordination of the design CE, a land surveyor, and an EE + the municipality's sewer dept having jurisdiction.

Frankly, I find designing airport infrastructure improvements much easier that designing a sanitary pump station, even if you have to deal with the State DOT and the FAA.

PS: Some good reading on the subject is: "Pumping Station Design, Second Edition", Editor-in-Chief ROBERT L. SANKS, Ph.D., PE, Consulting Engineer and Professor Emeritus, Montana State University. It can be downloaded as a pdf file e-book. i won't paste it here as it's nearly 29 MB and 1067 pages long.

Also, obtain a copy of the ASCE/WEF "Design of Pump Stations". It is not free.
