Test Piece For Heat Treatment As Per ASME Code SEC VIII- UCS 85

please explain whether test peice for heat treatment is required if Heat treatment ( Normalizing ) carried out on dish end at temp. above lower transformation temp. & Post weld heat treatment. as UCS -85 says that

The material used in the vessel shall be represented by test specimens which have been subjected to

the same heat treatments above the lower transformation temperature and postweld heat treatment

It quiet clearly states that test specimens are required, there is no alternate interpretation, the work piece in many situations can't be tested directly to do the altering effects of the testing process which is why test specimens are required, and the material used in the specimen must be consistent with the bulk properties of the work piece or it means nothing.
