What code is the tank being built to and what does that code say?

Hint question: How do the minimum yield and minimum tensile strengths of the 2 materials compare?

thank you for your reply dear bigg.

the code is API 650.

A283-C : min yield= 380 MPa min tensile= 205

A283-A: min yield= 310 MPa min tensile= 165

the tank is atmospheric type.

how could I calculate the safety value of yield and tensile strength?

Are you the designer or the fabricator?

If you are the designer, carry out the design calculations using the allowable stresses for the material (Grade A) you intend to specify.

If you are the fabricator, NO you cannot substitute material unless specifically allowed by the code. That's what specifications and codes are for.
