ASTM tests materials for structural properties and things of that nature, not that they wouldn't test for flammability, etc. UL is primarily concerned about flammability and material properties which are liability risks. ASTM stands for American Society for Testing and Materials; UL stands for Underwriters Laboratories, a testing company which insurance companies rely upon to assess fire (as well as other) risk for a wide variety of material components. Major difference is flammability versus everything else.
