Solar Controller

I am showing 17 volt from the Solar panel ; then showing 17 volt to the batteries on the controller. ( should't it be 12 volts ) It is a 12-24 volt controller

Maybe. I have no idea where and when are you getting 17 volts. Don't forget that one must apply a voltage greater than the battery voltage to charge the battery. It is also wise to have some intelligence in the design of your battery charger circuitry so that you do not overcharge and ruin your batteries.

If your controller is passing through the 17 volts to the batteries, one of the following is the probable (and I am saying probable) cause:

1. You have your controller set on 24 volts.....reset to 12 volts.

2. You have a bad controller.....replace controller.

generally, the controller should have the function to protect your battery do not over charged, such 12v battery, your controller 12v, it will protect your battery without over 17v. if not, u need to change one controller. for 10A, 12V can just be 11usd/pc
